Legislative Update

CHIP Funding As reported in the October 12 Update, both the Senate Finance Committee and the House Energy and Commerce (E&C) Committee have approved very similar bills to extend funding for the Children's Health Insurance Program (CHIP) for an additional five years (through 2022). For more details on both bills, see the October 6 special edition of the Washington Update. In the House, the CHIP bill (HEALTHY KIDS Act) subsequently was combined with the CHAMPION Act, which includes an extension of funding for Family-to-Family Health Information Centers (F2Fs) (more below) to create the ''Continuing Community Health And Medical Professional Programs to Improve Our Nation, Increase National Gains, and Help Ensure Access for Little Ones, Toddlers, and Hopeful Youth by Keeping Insurance Delivery Stable Act of 2017.'' Advocate for the Earned Income Tax Credit and Child Tax Credit in tax reform The Earned Income Tax Credit (EITC) and Child Tax Credit (CTC) promote work and fight poverty.  The EITC makes an important difference in the lives of 26 million working families across the country and about 550,000 Hoosiers. It helps by allowing them to keep more of what they earn, bringing back $64 billion to main street economies and communities, for basics like transportation, groceries, and childcare. 
Unless Congress acts, 7.5 million workers will be left behind in tax reform. That's how many taxpayers are shut out from this pro-work, anti-poverty tax credit-because they aren't raising children at home. This includes taxpayers like non-custodial parents that still contribute to child expenses, veterans and young workers paying their way through school. Tell Congress to stand up for all working Americans, and expand the EITC and low-income CTC.

Indiana’s Waiver Request Regarding Inclusion of All Indiana High School Diplomas in Graduation Rate Calculations We believe that the difference between the State’s and the new federal definition of a “regular high school diploma” will negatively impact Indiana’s published graduation rates, misidentify schools as needing comprehensive support, and create unnecessary confusion and mistrust of our accountability systems. Therefore, the IDOE is seeking a waiver from the federal definition that precludes students who obtain a general diploma from counting in our graduation rates.  Comments voicing your agreement or disapproval of this waiver request are being solicited from stakeholders. Our request is available for your review and your input must be submitted and received by December 2nd for inclusion in Indiana’s waiver request.
